How it works

How Procura works

You build a profile of your company once. Procura reads the criteria in every live tender, checks your profile against them with rules that show their evidence, and gives one verdict per tender: qualified, qualified with gaps or disqualified.

  1. Build your capability profile

Enter permits and certificates (for example an IVO permit and ISO 9001) with their expiry dates, key figures such as turnover, reference contracts with year and value, and staffing. You fill in the profile once and it is used for every tender, not per bid.

  2. Procura reads the tenders

Live tenders are collected from TED and Swedish notice databases. The hard criteria are extracted from the tender documents: mandatory criteria, certificates, turnover criteria, thresholds and reference criteria.

  3. Rules check every criterion

Structured criteria are judged by deterministic rules. Every judgement points to the line in your profile that meets or does not meet the criterion. AI is only used for criteria that are unclearly worded, and can never overturn a hard no.

  4. You get one verdict per tender

Qualified, qualified with gaps or disqualified. Disqualifying criteria are named. A gap you can fix, such as a certificate that can be renewed before the tender deadline, is shown as a gap and not as a no.

What do the verdicts mean?

The three verdicts in Procura
VerdictMeansWhat you do
QualifiedYour profile meets every hard criterion that can be checked.Read the documents and decide whether the deal is worth a bid.
Qualified with gapsOne or more criteria are not met today but can be fixed, for example a certificate that has expired.Check whether the gap can be fixed before the tender deadline.
DisqualifiedAt least one mandatory criterion cannot be met. The criterion is named.Skip it, or see whether a partner or a subcontractor can meet the criterion.

Why rules before AI?

A turnover criterion or a certificate is either met or not. That should be decided by a rule you can inspect, not by a language model that may word things differently each time. So structured criteria are judged first, with evidence. AI is used for what is written in free text and cannot be read as a rule, and its judgement can never change a hard no.

Award prices as guidance

For tenders you qualify for, you can see what comparable contracts were awarded for, who won and how many bids came in. Every price band shows what share of the awards published a price and how large the sample is. Roughly half of award notices publish no price, because prices can be kept confidential under OSL chapter 31, section 16 (the Swedish Public Access to Information and Secrecy Act). If the data is too thin, no figures are shown. More under historical award prices (in Swedish).

Bid drafts and alerts

  • Bid drafts. Once you know you qualify, a draft answer to the tender's criteria is produced from your structured profile. The draft never writes prices for you.
  • Alerts and a daily summary. Choose sectors (CPV areas) and regions and have new tenders assessed automatically.
  • Free tender analysis. Upload tender documents and get a preliminary analysis of the criteria. No account needed: app.useprocura.com/analysera.

Frequently asked questions

How long does it take to build the profile?

You fill in the profile once and update it when something changes, for example when a certificate is renewed. It is then used for every tender.

Which tenders does Procura cover?

Live Swedish and European tenders published on TED and in Swedish notice databases.

Can Procura be wrong?

Yes, if a criterion is unclearly worded in the documents or if the profile is out of date. That is why every judgement shows its evidence, so you can check it against the tender documents before you decide.

Do I submit the bid through Procura?

No. Bids are submitted in the contracting authority's procurement system. Procura helps you decide which bids are worth submitting and prepare the answer.
